Water dragon has recessed eyes is he dehydrated? What could be wrong?

I own two water dragons, they are housed together. The older slightly larger dragon appears completely healthy. The smaller younger dragon seems to have recessed looking eyes or almost dried out looking. Could he be dehydrated or something?
